This is an issue of safety, as guardrails may not be able to withstand pressure if they are weakened by rot or water damage. Recommendation: A qualified contractor should ensure that guardrails are in good condition and repair them as needed. Recommendation Contact a qualified deck contractor. It was observed that the decking boards had become rotted and deteriorated. Recommendation: Rotting boards on the deck should be replaced immediately and any future replacements should be done until the deck is completely rebuilt. The deck should have routine maintenance performed on a regular schedule including water sealant/weatherproofing application. Recommendation Contact a qualified deck contractor.
