I was able to take the spreadsheet that was attached to one of the emails I recently received from the TCWD. It had 11 months of data and then I applied some ratios as it relates to the outstanding balance. Here's the breakdown: Total Amount Due: $33,299.89 Water Fees: $13,434.04 (40%) Base Rate: $6,978.26 (21%) Late Fees: $12,887.59 (39%) As mentioned in my previous email, I'm looking to sell the adjacent land but I'm also working on selling equity in the property to pay off the water bill and other obligations. I'm not sure how quickly this can be done, but we're making progress. Do you think the TCWD would accept $2K to turn on the water and then keep up with current water + and amount to catch up. Then, once the adjacent land is sold or enough equity in the property has been sold we pay the remaining balance? As we sell equity in the property, we would accelerate the catch up payments. It's a function of a previous property manager, a lapse in water bills being provided, and a lack of cash flow that has led to this situation. To make it more complicated, my family has relocated out of the country for a while to help take care of my in-laws. I'm going through the statement that I have which is just a summary that starts in 2024. I'm contacting a realtor to see if I can sell the adjacent land (22160 Umland Circle) to help take care of the outstanding balance and making sure that I'm able to actually sell that piece of land. I'm in the process of contacting realtors. If you can help get the water turned back on, I would greatly appreciate the help. It's compounding an already difficult situation. Here are the calls that I made: I called the public number published on https://www.timbercovecountywaterdistrict.org/ (707) 847-3880 on Nov 21st once, and Melany directly at 707-694-6074 on Nov 20th also once. Both attempts went straight to voicemail, and I made no further attempts. I only called more than once because the first time went straight to voicemail, as did the second time, in a desperate attempt to get water turned on for my tenants. I appreciate you breaking down the math, because I have no access to any water invoices or data prior to the invoice due 2/13/24 in the amount of $23,723.06. I was simply trying to continue providing clean, safe, affordable housing for our occupants, which we currently cannot do. The currently owners were not informed of an outstanding water bill until recently. The debt itself can be settled by the seller, Kraig Clark (CC’d). It is not the responsibility of the new owners, and yet we are being punished for it. Absent that proof, the short response is that the District charges 1% per month and it is not compounded. I have attached a portion of the spreadsheet for account #1177, 22164 Umland. If you refer to the last (bottom) row, in yellow, column “New Balance,” you can see a balance owed of $28,447.79. In the row directly above the last row, in pink, you see a “Code” in the second column of “L” which means late fee. If you follow this row to the right, you will see a “Late Fee” of $276.83. If we start with a balance of $28,447.79 and we multiply that by 1%, which equals 0.01, then we arrive at a late fee of $284.48. A late fee of 10% would be $2,844.78. Thus, if anything, your late fee is about $8 less than 1% per month. We would appreciate prompt payment in full so water service can be restored. Also, multiple calls and emails to Melany are unhelpful and constitute harassment. If they continue, she will block your phone and email. Jesse W.
